Our Experience

We provide services to Bolivian and foreign private clients, governmental entities and international cooperation agencies. This practice allows us to be in continuous contact with legal matters in Bolivia from many points of view.

We have very detailed knowledge of the Bolivian legal and regulatory system, since we been part of the legal and economic reforms conducted by the Bolivian State since 1993.

Our lawyers have been involved in the privatization and capitalization processes of the main state-owned companies in Bolivia, including international bidding processes and negotiations with many of the largest world corporations. We also have been part of bidding processes for granting public services concessions to the private sector in the areas of basic sanitation, registry of commerce, exterior commerce, mining, highways and natural gas nets distribution.

Our Law Firm members have been active part of debates and drafting of numerous laws in Bolivia, including the Hydrocarbons Law No. 1689, the Telecommunications Law, the SIRESE Law, the Electricity Law, the Securities Market Law, the Pensions Law and the Insurance Law, as well as accompanying regulations. Members of our Law Firm took part in these projects as part of teams of experts advising the Bolivian Administration, or entities convened to participate in discussions and comments on the respective drafts. These professional experiences provide us with an educated opinion regarding the background and rationale for these laws and regulations, as well as their aim and purposes.

Between 1998 and 2003, we provided legal advice to the State-owned oil and gas company Yacimientos Petrolíferos Fiscales Bolivianos (YPFB) in its double role as aggregator and shipper of Bolivian gas production for export to Brazil, through the Bolivia-Brazil gas pipeline. Our services included negotiations and drafting of Gas Transportation Agreements (up to 30.08 million cubic meters per day) and negotiations related to the Gas Sales Agreement between YPFB and Petróleo Brasileiro S.A. (Petrobras).

Our experience includes drafting regulations for the Sectorial Regulation System (SIRESE), in the areas of Electricity, Hydrocarbons, Transport and Institutional Development.

Our Law Firm was active part of the entire development of the Securities and Stock Market in Bolivia, including drafting the Securities Market Law, the institutional development of the Bolivian Stock Exchange (Bolsa Boliviana de Valores S.A.), incorporation and advisory services to the main stock exchange brokers in Bolivia, as well as the institutional development of the Central Depository of Bolivia (Entidad de Depósito de Valores S.A. - EDV S.A.).

In many cases, we developed close relations with the Bolivian Administration, the Andean Development Corporation (CAF), the World Bank, the Inter-American Development Bank (IDB), United States Agency for International Development (USAID) and the International Finance Corporation (IFC).

Particularly relevant is our practice as strategic consultants before the permanently variable Bolivian politics. We remain well updated of economic and political activities, performing hour-by-hour follow-up of news and events involving the Bolivian Administration, regional authorities, stake-holders and many other political actors.

At the same time, we are well informed of all details of major financial transactions, since we have the largest portfolio client of the Securities Market in Bolivia.

Currently, our services cover a wide range of matters, such as consultant services, negotiations, contract drafting and review, legal structuring of large transactions, administrative claims, bidding processes, reports and legal opinions, operational documents, review and drafting of a wide variety of documents, complex negotiations, presentations before seminars and corporate events, strategic planning, board of directors membership, trustees, foreign companies attorneys and representatives, investment advisory and project support in many areas.
